Two associate vice presidents appointed to lead Facilities Management
The Division of University Operations has announced the appointments of Sandra “Sandy” Sheahan as associate vice president of facilities operations and Michael “Mike” Singleton as the inaugural associate vice president of capital planning and programming.
The additions to the division’s executive leadership team are set to enhance the university’s commitment to excellence in campus operations, facilities management and long-term capital planning.
“I am thrilled to welcome Sandy Sheahan and Mike Singleton to DUO’s leadership team,” said Brendan Hanlon, vice president for university operations and chief financial officer. “Sandy’s extensive expertise in facilities management and Mike’s innovative approach to capital planning will be invaluable as we continue to build a campus that meets the needs of our students, faculty, staff and researchers both now and in the future.”
Sheahan, who has served in an interim capacity for the last several months, brings over two decades of experience in facilities management and strategic operations. She has been pivotal in overseeing complex projects at the institution and in public infrastructure.
Sheahan has called CSU home for over 30 years. Her continued leadership is expected to bring an original and forward-thinking approach to the university’s facilities management, and will ensure CSU continues to support academic success to fulfill CSU’s mission of being a land-grant institution.

Having been a part of the CSU community first as a student and throughout my professional journey, this place feels like home. The experiences and relationships I’ve built here have been incredibly rewarding, and I am excited to continue growing and serving in this new capacity.”
Singleton joins the university as the first-ever associate vice president of capital planning and programming. A two-time alum of CSU, Singleton joins the university from BAE Systems, Inc. (formerly Ball Aerospace), where he served as the Boulder campus capital program manager. He is also a military veteran and served 20 years in the U.S. Navy.
His resume includes an impressive track record in capital development and strategic project execution, and he is well-positioned to spearhead comprehensive planning efforts that align with the university’s long-term vision. His role will focus on enhancing the university’s infrastructure through sustainable and impactful capital investments.
“Walking CSU’s campuses and seeing their transformation since my days as a student is truly remarkable,” Singleton said. “I’m honored to return to this special place and excited for the opportunity to collaborate with the FM team and campus partners to enhance the university’s built environment for current and future students, faculty and staff.”
The appointments mark an important milestone in the university’s strategy to foster a dynamic, efficient and supportive operational environment. Sheahan will begin her permanent role on Monday, Nov. 25, and Singleton will join the CSU community on Monday, Dec. 16.
